The incumbent will provide the National Department of Health HIV/AIDS and STI Cluster with data analytics support and build capacity for data analytics/use in the Department of Health. The Senior Technical Advisor will lead a team of 2 Technical Advisors – Data and Analytics to support activities across the cluster, and Operation Phuthuma teams.
The incumbent will foster evidence-informed decision-making across the HIV/AIDS and STI programmes, design, develop, manage and operationalize M&E systems and plans that are aligned to program strategy, to allow for quality reporting and dissemination.
The incumbent will provide technical assistance on the design, development, and implementation of the Operation Phuthuma Nerve Centre Approach assist in monitoring and reporting against Operation Phuthuma projects’ performance indicators, key outputs, and results; develop methods and milestones to monitor the project’s progress towards its goals and contribute to program strategy to ensure that activities and assignments are carried out as planned and the program objectives are being achieved.
Key duties and responsibilities:
Data analysis for strategic planning and to inform operations
- Conduct analyses to inform programme operations and identify gaps in programme implementation for the National HIV/AIDS and STI Cluster and Operation Phuthuma.
- Give input into content and design of routine data analyses and reporting dashboards.
- Ensure maintenance of Operation Phuthuma data information flow.
- Participate in strategic planning forums and Technical Working Groups to support key HIV/AIDS and STI Program.
- Lead 95-95-95 District Graduation process.
- Support alignment of targets across stakeholders and consistent target-setting methodology.
- Support National HIV/AIDS and STI Nerve Centre with data analytics.
Stakeholder engagement
- Engage with key stakeholders at National, Provincial and District level (where necessary) to understand and prioritise data use needs and gaps.
- Collaborate with key stakeholders to develop project plans to address the identified gaps.
- Build relationships and act as a liaison between Operation Phuthuma and critical M&E stakeholders.
Capacity building
- Collaborate with key stakeholders to develop and implement a strategy to strengthen data analytics and use.
- Capacity building of Department of Health and Operation Phuthuma staff on data analysis and use.
Dissemination
- Produce and disseminate reports documenting programme results, activities, and lessons.
- Academic dissemination e.g. publications and conferences, briefs and infographics, writing for lay audiences, website and media.
Data Quality Improvement and Reporting
- Work closely with the Operation Phuthuma team to drive the utilisation of Data for Improvement and Reporting in a meaningful way.
- Development of Operation Phuthuma Nerve Centre Approach – Data for Improvement content.
Any other tasks as agreed with line manager.
Minimum qualifications and experience:
- Bachelor’s degree in Public Health or related field.
- At least 5 years’ experience in HIV/ TB or related field.
- Ability to summarise, interpret and visualise complex data.
- Experience working in the South African public health services.
- Scientific report writing and presentation skills.
- Ability to collaborate with diverse groups of people.
- Understanding of Operation Phuthuma at all levels.
- Understanding of DOH indicators and M&E systems.
